What happened

The message isn’t one you sent, so it can’t be retried. Only outbound messages can be.

How to fix it

Retry only messages you sent: the IDs that came back from your own send responses, or messages whose status is failed rather than received. A failed outbound message that can’t be retried returns RETRY_NOT_ALLOWED instead.
