What happened
Your workspace has too many attachments waiting for their file bytes, or too many pending bytes.
How to fix it
Finish or abandon pending uploads, wait for Retry-After seconds, and try again.
This error is safe to retry. Wait for the Retry-After header when it is present. If the endpoint takes an Idempotency-Key, reuse the same key so a retry never creates a duplicate.
